Planning to renovate an older flat and not sure whether to start with the civil work or the interiors? Here is the short answer: do the civil work first.
For old flat renovation in Kolkata, fix what sits behind and under the surface before anything else: damp walls, waterproofing, old plumbing, wiring and floors. Carpentry, false ceilings and paint come last, because they are the first things to get damaged if the base is wrong.
This post shows how to check your own flat in an afternoon, the order the work should follow, which jobs need no KMC permission, and what to ask a contractor before you sign. If you have already tapped a wall and heard a hollow sound, or spotted a stain spreading across the ceiling, you are in the right place.
Why does civil work come first in an old flat?
Because the interiors sit on top of it, and they are the most expensive part to redo. If the wall, floor or pipe underneath fails, everything fixed to it has to come out.
Picture a new wardrobe fixed against an outer wall that was already seeping. After one monsoon the back panel swells and the laminate lifts. The wardrobe has to come out so the wall can be treated, and you pay for the carpentry twice. The same thing happens when tiles go down over a weak floor base, or when someone has to chase a wall for a new pipe after the paint is done.
Three reasons keep coming up on old-flat sites:
- Moisture does the most damage. Kolkata’s humidity and heavy rain find every weak point in plaster, terraces and bathroom floors. Wood, laminate and paint all suffer when they sit on a damp surface.
- Opening up is messy. Breaking old plaster, tiles and floors creates dust and debris. That should happen before anything new is installed.
- Hidden services are hidden. Old pipes and wires sit inside the walls. If they are replaced after finishing, the finishing gets broken to reach them.
There is one more thing that is particular to apartment renovation. The water that stains your wall may not start in your flat. It can come from the terrace, from a shared pipe, or from the bathroom of the flat above. That is why the cause has to be found before anyone paints over it, and why a proper damp proofing job starts with the source, not the stain. If damp is your main worry, our guide to damp wall treatment in Kolkata covers the common causes and fixes in more detail.
Walk through your flat before you call anyone
The weeks right after the monsoon are a good time for this, because stains and damp patches are still visible. Go room by room with your phone, take photos, and note anything that looks off. Having your own notes also lets you compare them with what a contractor reports later.
| Where | What to look for | What it usually points to |
|---|---|---|
| Walls and ceilings | Stains, peeling paint, white powdery salt, plaster that sounds hollow when tapped | Seepage from an outer wall, terrace or pipe. The source has to be found, not painted over. |
| Bathrooms | Cracked or hollow-sounding tiles, damp on the neighbouring wall, stains on the ceiling below | Failed waterproofing under the floor |
| Plumbing | Low pressure, rusty water, old iron pipes, patched sections of wall | Corroded concealed pipes that should be replaced before tiling |
| Electrical | Warm or discoloured switches, very thin or cloth-covered wires, a tiny distribution board, frequent tripping, no earthing | Old wiring that may struggle with an AC, geyser or induction cooktop |
| Floors | Tiles that sound hollow, uneven surfaces, cracked mosaic or oxide flooring | A weak base or bedding underneath |
| Windows and doors | Swollen or rotting frames, rusted grills, gaps around the frame | Moisture, termite damage or small movements in the wall |
| Cracks | Anything wider than a hairline, diagonal, or getting longer | Needs a proper look from a civil contractor or structural engineer |

What is the right order for old flat renovation in Kolkata?
In short: survey, strip, civil repair and waterproofing, plumbing and wiring, surfaces, ceiling, carpentry, then final paint. Every flat is different, but this sequence holds for most of them.
- Survey and written scope. A site visit with a moisture check, tapping the walls, and a look at plumbing and electrical. Decide in writing what is civil work and what is interior work.
- Strip and open up. Remove broken plaster, old tiles, old fittings and any false ceiling that might be hiding a leak. Plan debris removal early, because old buildings often have narrow staircases and strict lift rules.
- Civil repairs and waterproofing. Crack repair, re-plastering, damp proofing, and waterproofing for bathrooms, kitchen wet areas and the terrace where needed. Waterproofing has to cure and then be tested by holding water on it, usually for a day or two, before tiles go over it. Do not let anyone skip that step to save time.
- Concealed plumbing and electrical. Replace old pipes and run new wiring before the walls are closed. This is also the moment to decide where every point goes: AC, chimney, geyser, TV unit, extra sockets in the kitchen. Missing points are among the most common regrets after a renovation.
- Plastering, flooring and tiling. Once the services are in, the surfaces can be finished.
- False ceiling and lighting. With the wiring settled, the false ceiling goes up and the light fittings follow.
- Putty and primer. Done before carpentry, so the carpenters are not working around wet walls.
- Carpentry and modular work. Kitchen, wardrobes, TV unit, storage. This is where your home interior design choices start to show.
- Final paint, fittings and a deep clean. The last coat goes on after the carpentry is done, so nothing gets scuffed.
When can interiors go first?
Interiors can lead when the survey comes back clean. The walls are dry, the plaster is sound, and the wiring and plumbing were redone in recent years. In that case, an interiors-only refresh is perfectly reasonable.
Budget is the other case. If you cannot finish your old flat renovation in Kolkata in one go, split the job in a sensible way. Do the waterproofing, electrical, plumbing and repairs now, and leave loose furniture, decor and even some wardrobes for later. A wardrobe can wait a year. A leaking bathroom floor cannot.
Do you need permission to renovate a flat in Kolkata?
For routine work, mostly no. Many people assume every bit of renovation needs a sanction from the corporation, but it does not. Rule 3(2) of the Kolkata Municipal Corporation Building Rules, 2009 lists work that needs no building permit. For a flat, the relevant items include:
- painting and whitewashing
- reflooring an existing floor
- false ceilings for lighting, air-conditioning or decoration
- plastering and patch work
- adding or closing an internal door or window
- repairing or renewing existing plumbing and utility services
- repairing damaged pillars or beams
- internal partition walls
There are a few catches. The rules ask for fifteen days’ written notice to the Municipal Commissioner for internal partition walls and minor roof repairs. A partition wall is defined as a non-load-bearing interior wall, so breaking a load-bearing wall is a different matter and needs a structural engineer. The rules also say no building work should happen between sunset and sunrise without permission, so plan noisy work for daytime.
Two honest cautions. These rules apply within the Kolkata Municipal Corporation area, so flats in places like Salt Lake, New Town or Howrah fall under other bodies. And the rules were published in 2009, so ask your contractor to confirm the current position for your building.
Apartment renovation in a building with an owners’ association has a second layer. Under the West Bengal Apartment Ownership Act, 1972, an owner cannot do work that harms the soundness or safety of the property, or add a material structure, without the written consent of the other owners. In practice, tell your association secretary before work starts, share the schedule, agree on debris and lift rules, and do not touch shared pipes, columns or the facade without consent.
Questions to ask before you hire anyone
Whether you are speaking to a designer or a house renovation contractor in Kolkata, a few questions will tell you a lot:
- Will I get a written note of the civil work needed before I get the interior quote?
- Is the civil and electrical work done by your own team, or subcontracted?
- How will the waterproofing be tested, and is it covered with a written warranty?
- If opening a wall reveals extra work, how is it priced and approved before it happens?
- Will the schedule show civil work, services, ceiling, carpentry and paint as separate stages?
We have a longer list in our guide on how to choose an interior designer in Kolkata.
Also keep a buffer in the budget. Opening up an old flat almost always turns up something, whether it is a rotted pipe or a patch of weak plaster. Ask for civil work to be listed as its own line items so you can see where the money is going.
Efficient Enterprise has worked in Kolkata since 2000, and handles civil repair services in Kolkata and interiors under one roof. That matters on an old flat, because the person who finds the damp patch is also the person who has to plan the wardrobe that goes beside it. If you want to see how the two fit together on a full project, our home renovation in Kolkata page explains how we run it.
Frequently asked questions
Should I do civil work or interior work first in an old flat?
Civil work first. Waterproofing, wall and floor repairs, plumbing and wiring sit behind the finishes, so they need to be done and tested before carpentry, false ceiling and paint go in. Doing interiors first usually means breaking finished work later to reach a leak or a pipe.
Do I need permission to renovate a flat in Kolkata?
Within KMC limits, painting, reflooring, false ceilings, plastering and plumbing repairs do not need a building permit under Rule 3(2) of the 2009 rules. Partition walls need fifteen days’ written notice, and structural changes are different. In an apartment building, get your association’s written consent for anything beyond routine work.
How long does it take to renovate an old flat?
It depends on how much civil work the survey finds. Waterproofing needs curing and a water test before tiling, and any rewiring or re-piping must finish before ceilings and carpentry begin. After the site visit, ask for a written stage-by-stage schedule rather than a single completion date.
Do old flats always need rewiring?
No. Have a licensed electrician test the wiring and check the earthing and distribution board. If the tests fail, the wires are too thin for modern loads like air conditioners or induction cooktops, or the board is outdated, replacing the wiring is safer than patching it.
Where to start this week
Old flat renovation in Kolkata goes smoother when the unglamorous work is settled first. Walk through your flat, take photos, and write down what you see. Then ask for a survey that separates civil work from interiors before you look at a single design.
